The court allowed the writ petition and issued a mandamus, directing the respondent to reimburse the GST amount as claimed by the petitioner in their representation within six weeks of receiving a copy of the order.

Filing a criminal complaint before magistrate allows to punish the criminal actions when police actions are insufficient.
Background
In this example, Mr. Chandra Gupta, a retailer faces extortion threats from local goons. He files the complaint before the police. Police despite filing the complaint take no action. Left with no option, he decides to take his grievance before magistrate.
Procedure Followed are as follows:
1.⁠ ⁠Drafting the Complaint:
Mr. Chandra has to prepare detailed written complaint with all supporting evidence.
2.⁠ ⁠Jurisdiction Check:
He has to check that the complaint is filed in the court of the magistrate who has territorial jurisdiction over the matter
3.⁠ ⁠Filing the Complaint:
The complaint is filed with affidavit affirming the truth of the matter with court fees.
4.⁠ ⁠Verification by Magistrate:
As per Section 200 of the BNSS 2023 (previously under CrPC 1973), the magistrate records Mr. Chandra Gupta’s statement and examines the witnesses, if any, under oath.
5.⁠ ⁠Preliminary Inquiry (if applicable):
